Bloomington Affordable Homeownership Program
The Bloomington Affordable Homeownership Program (BAH) will develop 27 owner occupied homes. The homes will be sold to qualifying households making about $105,000 annually. There are 3 phases of development and anticipate first homes to be completed in 2026 with all units completed by late 2027 or early 2028.

Currently, the Planning Division is studying the missing middle density housing that you are referencing. There will be updates to the zoning code as a result. The City update its single and two family zoning code standards a couple of years ago. This has been a driving force for this program and other projects the HRA has been involved in. An current example is the Habitat for Humanity project on Park Avenue. This lot previously occupied by a single family home will have two single family homes and 2 accessory dwelling units. While it is hard to say exactly how many lots will become duplexes or townhomes the HRA and City of Bloomington are in continual conversation around how and where it is appropriate to increase housing density.

The HRA is partnering with Habitat for Humanity. They would be a good resource to check out for households making under $75,000. Their website can be found here: https://www.habitat.org/housing-help

We are currently in the beginning stages of the development. In the future we will work with developers to construct the homes and we anticipate they will be responsible for finding qualified buyers. This likely wont be until late 2026 early 2027. We will provide un update on the Lets Talk page on when units are anticipated to be available.

There are 3 public hearings scheduled for the Land Use Amendment related to changing the land use from Quasi-Public to Low Density Residential. The Planning Commission will hold public hearings on July 24th at 6 PM and August 7th at 6 PM in City Council Chambers. Comments can also be submitted via email at Planning@BloomingtonMN.gov. The City Council will also hold a public hearing on August 25th. Details about those public hearings can be found here: https://www.bloomingtonmn.gov/atty/public-hearing-notices-and-proposed-ordinances This is the first step of many in the redevelopment process. In the near future an additional approval will be necessary for platting the property into single and two-family lots.
