On Monday, March 1, 2021, the Bloomington City Council approved terms of an agreement for Three Rivers Park District to take over operation, management and maintenance of Hyland Greens Golf and Learning Center beginning with the 2021 golf season.

Three Rivers and the City are currently working through details of the transition with the goal to have the course open for operation as soon as possible when weather and course conditions allow. Details such as green and driving range fees, operating hours, options for making tee time reservations, and lessons and instruction opportunities will be forthcoming in the days and weeks ahead.

In the near future, Three Rivers will deploy a web page specific to Hyland Greens, but in the meantime for general information about its golf operations, visit threeriversparks.org/golf.


How We Got Here

Hyland Greens Golf and Learning Center has been owned and operated by the City of Bloomington since 1974. With its 9-hole par 30 layout, 30+ station all-grass driving range, and short game practice areas, it is a facility that caters to players of all ages and abilities. However, the course has operated at a significant financial loss for more than a decade. In 2020, the course remained closed due to budgetary pressures driven primarily by the COVID-19 pandemic.

The citywide budget crisis that arose as a result of COVID-19, in addition to capital investment needed at Hyland Greens prompted City staff to think creatively about how to continue delivering services and providing amenities to residents in the most cost-efficient manner possible. Last October, Parks and Recreation staff met with Three Rivers Park District leadership to explore potential programming and operating partnerships at Hyland Greens Golf Course. The conversations were very productive with all parties involved acknowledging the expertise of Three Rivers in golf operations and instructional programming. Three Rivers currently owns and operates Baker National Golf Course, Cleary Lake Golf Course, and Eagle Lake Golf Center, and operates Glen Lake Golf & Practice Center and Parkers Lake Golf Center through a cooperative agreement with Hennepin County.

As a result of those preliminary discussions, at its January 11, 2021 meeting, the Bloomington City Council authorized City staff to pursue a partnership agreement with Three Rivers Park District for the management and operation of Hyland Greens Golf and Learning Center.

Community input was solicited via a survey here on Let's Talk Bloomington and through other means. Thank you to more than 1,000 individuals who provided feedback between January 26 and February 12, 2021.

The sentiment among respondents was overwhelmingly positive, with most either specifically in favor of a partnership with Three Rivers, or generally enthusiastic about the prospect of the golf course resuming operations in 2021, regardless of management.

At its Monday, March 1, 2021 meeting, the Council reviewed and commented on the term sheet for the prospective partnership as well as the outreach and engagement response and ultimately approved the 3-year agreement.
