I-494: Airport to Hwy 169

The project team is finalizing the design details of the first construction project from the I-494 Vision (full Vision information below), which will include the following elements:

  • The 35W/494 Interchange flyover ramp for NB to WB traffic (element 3);
  • MnPASS and auxiliary lanes between 35W and Hwy 100 (elements 3 and 4); and
  • Changes to 494 access at Nicollet Avenue, Portland Avenue, and 12th Avenue (element 7)

Construction on the first project is expected to begin in late summer 2023. The project team has not yet determined how long it will take to construct the entire project.

MnDOT has submitted a project layout to Bloomington for Municipal Consent of the first construction project.

I-494 VISION: Airport to Hwy 169

The I-494 vision is a long-term plan that includes recommended improvements to address current and future transportation issues on I-494 from Highway 169 to the MSP Airport.

After years of studies and planning, the Minnesota Department of Transportation (MnDOT) and its partners have selected improvement recommendations that make up the I-494 vision. The recommended improvements are the design options that best meet the goals to address traffic congestion, safety concerns, aging infrastructure, pedestrian and bicycle mobility, and stormwater drainage capacity.

The I-494 vision is a major construction project that cannot be built all at once due to funding limitations and impacts during construction. The I-494 vision will likely be completed in a series of four construction project.
