Consultation has concluded

Consistent with the implementation strategies identified in the Lyndale Avenue Suburban Retrofit Plan, the City will evaluate rezoning of certain parcels around the intersections of Lyndale Ave S with W 86th St and (“86th Street Node”) and W 98th St (“98th Street Node”) from the B-2 Zoning District to B-4. If the rezonings were to go forward, the B-4 zoning district would allow for mixed use development that includes residential uses. The B-4 Zoning District has site and building design standards that would improve the urban design along Lyndale Ave and create more pedestrian-friendly conditions within the corridor. The intent of the potential rezonings is to create a regulatory framework that is more supportive of Lyndale Ave’s role as Bloomington’s historic main street. This project is a continuation of similar rezoning efforts around the 98th Street Node and the rezoning of I-3 parcels along the east side of Lyndale Ave from 86th Street to 92nd.

For this project, the City will consult the public on issues and opportunities regarding the rezoning effort. Commensurate with this level of engagement, staff will implement an engagement schedule and program that includes face-to-face meetings with property owners and businesses, as well as direct mailings to introduce the project. The Let’s Talk Bloomington page is live all throughout the planning process and available for communicating with the project team, viewing project materials and schedule, and reading project updates as the process unfolds.

On July 10,2023, the City Council adopted a resolution initiating the rezoning consideration process. The Planning Commission and City Council held public hearings on the proposed rezoning actions on August 17, 2023 and September 18, 2023 respectively. At the September 18, 2023 meeting, the City Council approved rezoning the subject properties from B-2 to B-4. Staff will now begin the process of implementing the zoning changes to the City's Official Zoning Map. If any proeprty owners, tenants, residents, or other members of the public have questions, they are encouraged to contact staff.
