PROJECT DEVELOPMENT

The City will be constructing new bicycle and pedestrian facilities along Normandale Boulevard (CSAH 34) to replace the old, deteriorated bituminous paths and to meet the multi-modal user needs along this corridor.

The project limits are from Old Shakopee Road on the south end to W 94th Street on the north end and will include a new 10' wide, bituminous trail parallel to the west side of the road and a new 6' concrete sidewalk parallel to the east side of the road. This bicycle and pedestrian infrastructure will connect to existing park trails, bikeways, right-of-way trails and sidewalks with new trail and sidewalk along this corridor to create better system connectivity and improved safety and comfort for bicycle and pedestrian users. This project will also require the installation and/or replacement of retaining walls along the corridor along with signal improvements and upgrading of pedestrian crossings to ADA compliance. Access modifications will also be reviewed at the intersections along the corridor with a right turn lane addition for westbound 102nd Street along with possible access modifications at the intersection of Hyland Greens Drive to enhance the safety of the corridor.


PRELIMINARY PLANNING 2022

Back in the spring of 2022 preliminary planning was underway to determine the needs and preferences for bicycle and pedestrian facilities for Normandale Boulevard (CSAH 34) between Old Shakopee Road (CSAH 1) and W 94th Street. Through a public engagement process that included a survey of residents within 1/2 mile of this segment, and an evaluation of the existing conditions and facility constructability, it was determined that the preferred facilities would consist of a new, 10' bituminous mixed-use trail along the west side of Normandale Boulevard and a new 6' concrete sidewalk along the east side of Normandale Boulevard. This bicycle and pedestrian infrastructure will connect to existing park trails, bikeways, right-of-way trails and sidewalks with new trail and sidewalk along this corridor to create better system connectivity and improved safety and comfort for bicycle and pedestrian users.


PROJECT FUNDING

The City will be using a combination of funding sources to construct the trail and sidewalk along Normandale Boulevard. Funding will come from Bloomington Pavement Management Program (PMP) Trails, Metropolitan Council allocated federal funding (Carbon Reduction Funds), Minnesota Safe Routes to School Funds, Hennepin County funds, State Aid Roadway funds, and more. There is no direct assessment to adjacent property owners for this project.


PROJECT SCHEDULE

Project design will continue through 2024 and the majority of 2025. City and consultant staff will also be working directly with property owners in 2025 on items related to property impacts. Construction is anticipated to begin in either late 2025 or Spring 2026.
