Normandale Trails and Sidewalks

The City of Bloomington is planning to construct bicycle and pedestrian facilities on Normandale Boulevard (CSAH 34) between Old Shakopee Road (CSAH 1) and W 94th Street. This bicycle and pedestrian infrastructure will connect to existing park trails, bikeways, right-of-way trails and sidewalks with new trail and sidewalk along this corridor. The objective is to create better system connectivity and improved safety and comfort for bicycle and pedestrian users.

The project to construct this new trail and sidewalk is tentatively planned for 2026. The City is currently seeking funding assistance for this project and is preparing a Metropolitan Council Regional Solicitation application in the Trails category. If awarded funding, we will be designing and construction the trail and sidewalk in 2026 or 2027.


Existing Conditions

The existing conditions along Normandale Boulevard between Old Shakopee Road and W 94th Street consist of narrow, deteriorated, and overgrown paths on each side of the road. The existing pavement is in bad shape and does not meet current design standards for pedestrians or bicyclists.

Proposed Project Scope

The project is in the early planning phase and proposes to construct a new, 10' multi-use trail along the west side of Normandale Boulevard and a new, 6' concrete walk along the east side of Normandale Boulevard. The project limits are from Old Shakopee Road on the south end to W 94th Street on the north end. This new trail and sidewalk would connect to the existing multi-use trails on both sides of the road north of W 94th Street (that connect to Normandale Lake Park), and will connect to the multi-use trail on the west side of Normandale Boulevard, south of Old Shakopee Road. The project would also add bike/pedestrian wayfinding signage at key locations along the corridor and resting area or additional amenities at two spots on the corridor.

Timing

While this first round of public engagement for the planning of a future project has a very short timeline, the funding application and prioritization is based on the existing Trail Pavement Management Program and the Alternative Transportation Plan (ATP), which has identified and prioritized this corridor for construction of improved bicycle and pedestrian infrastructure. A link to the ATP is available in the Documents section on the right hand column. Comments received from this survey will be used to adjust the project scope for the funding application and will guide the more detailed design if the future project is funded.
