PROJECT DEVELOPMENT & DESIGN

Based on the current and project development and re-development in the Penn-American District, it has been determined that a sanitary sewer upgrade is necessary to increase the sanitary sewer capacity in the area to allow for increase in flow.

The North Central Sanitary Sewer Capacity Improvement Project will include a new sanitary sewer, beginning in the Penn-American area and tying into the Metropolitan Council Environment Services (MCES) interceptor line at W. 92nd Street and Syndicate Avenue. This project will include installation of sanitary sewer pipe along American Boulevard from near Knox Ave heading east, then south on the Irving Ave corridor, a new crossing under I-35W, continue south down Fremont Avenue, then continue east along W. 92nd Street, and tie into the MCES interceptor just east of Syndicate Avenue. Approximately 800 feet of new sanitary sewer was previously installed on Fremont Avenue at W. 82nd Street as part of the 2025-101 PMP Street Improvement Project. This project will include the installation of approximately 13,000 feet of new sanitary sewer and will tie into both ends of the sanitary sewer that was installed on Fremont Avenue in 2025. The newly installed sanitary sewer will be upsized to accommodate current and future development based on growth projections provided by the Bloomington Planning Division and sanitary sewer capacity modeling performed by the Bloomington Utilities Division based on provided growth projections.

This sanitary sewer work will be completed with mostly trenchless installation. The trenchless technique was determined to be the most cost effective and feasible option for sanitary sewer installation based on the site conditions, depth of the sanitary sewer, and to minimize disruptions to Bloomington property owners and the traveling public.


PROJECT FUNDING

The City will be using a combination of funding sources to complete the project. Sanitary sewer utility funds will be used to fund the sanitary sewer replacement and any associated street rehabilitation. If additional work is identified during project development, the associated funds will be used to pay for those improvements. There are no special assessments for the 2026-501 North Central Sanitary Sewer Project. The street reconstruction of Fremont Avenue from 90th Street to 92nd Street does include a special assessment as part of the Pavement Management Program, 2026-101 PMP Street Improvement Project.

Project design will continue through fall 2025 and into early 2026. The City plans on bidding this project in January/February 2026 with work to begin in April 2026 and be completed in Fall 2027.
