    The OHO includes incentives that can lessen the burden of some of these standards, helping make housing development more financially feasible. In turn, these incentives can support the creation of more affordable housing.

    How does the City ensure Opportunity Housing units remain affordable?

    Prior to starting construction, developers are required to submit an Affordable Housing Plan that identifies the number of affordable units they will provide and the level of affordability required under the OHO.

    For rental housing, affordability requirements are incorporated into development agreements or restrictive covenants. Each year in later winter/early spring, City staff work with property managers to review documentation and confirm that the required affordable units are being provided and leased to qualifying households.

    This ongoing review helps the City ensure that Opportunity Housing units continue to serve the households they are intended to support.
