The Bloomington Port Authority is developing a site and façade improvement pilot program. This program would provide a grant to approved applicants to be utilized on eligible activities improving the site or building.
Purpose
The program purpose is two fold: 1) to enhance older commercial buildings in need of revitalization and 2) to support small businesses in need of additional capital and assistance navigating the permitting and approval processes.

Application Eligibility
Applicant is building/property owner or a tenant with property owner approval
Must be commercial building (mixed use buildings are allowed, but only the commercial part of building is eligible)
Located at a property zoned B-2 or B-4 (check map here or call the Planning Division at 952-563-8920)
Eligible Activities
Eligible activities include:
Residing and repainting (when code allows)
Restoration of exterior finishes and materials
Masonry repairs
Windows
Canopy or awnings
ADA accessibility from street to entrance
Sidewalks and pedestrian improvements
Signage (limited to 25% of project)
Patios
Lighting (excluding parking lot lighting)
Landscaping (limited to 25% of project)
Grant Details
Grants will pay for 50% of total project costs, minimum of $5,000, up to a maximum of $25,000 per property (total project cost of $10,000-$50,000).
Grant funds must be matched 1:1 with private funds.
Expenditures are reimbursable; grant monies will be paid after the following:
Submission of verified receipts for materials, supplies, and labor (where appropriate).
Receipt of mechanic’s lien waivers from contractor and subcontractor(s).
Final inspection and approval of completed project by the Building and Inspections Division.
