PROJECT UPDATES
December 2, 2025 - The City Council public hearing was held and the City Council ordered the project. (A copy of the presentation is included in the Documents tab on the right hand column.) With this direction, City staff will begin working on the construction project plans and temporary construction easement acquisition.
PRELIMINARY PLANNING 2022
In 2022 The City of Bloomington began planning to improve bicycle and pedestrian facilities surrounding the Valley View Elementary and Middle School campus. Some safety improvements were made to the existing sidewalk and crossings with the 2022-101 Pavement Reconstruction project on both E 88th Street and 3rd Avenue S. Additional safety improvement needs identified for this area were outside of the scope and funding available for the 2022 project.
The first round of public engagement for the planning of a future project was completed in April 2022 and included a survey for residents, including adjacent property owners who received a direct mailing notifying them of a survey to provide feedback on the proposed project.
The proposed project includes sidewalk and crosswalk safety needs that were identified with previous planning and the development of the Safe Routes to School Plan for Bloomington Public Schools and this Valley View campus. A copy of the SRTS plan is available in the Documents in the right hand column.
The proposed improvements for the future Safe Routes to School Project included:
Sidewalk with grass boulevard on the north side of E 88th Street; and
Additional safety improvements at Portland Avenue School Crossing (e.g. pedestrian refuge island, possible location modification and new sidewalk connection from the middle school to the crosswalk)
PROJECT FUNDING
The City was awarded Safe Routes to School Funds to be used to support this project. The city was notified in January 2023 that the project was selected by the Metropolitan Council for award of fiscal year 2025 funds following our 2022 funding solicitation application. The project will be funded with a combination of these Safe Routes to School funds, State Aid Roadway funds and other local agency funds. There is no direct assessment to adjacent property owners for this project.

Project design will take place in 2024 and into 2025. City and consultant staff will be working directly with property owners on items related to property impacts. Construction is anticipate to begin in 2025.

Winter 22/23 - Metropolitan Council notifies recipients if their projects are selected for funding and if so, which funding year they are awarded in.
The City was notified in January 2023 that this project was selected for award of funding and is programmed for fiscal year 2025.

The construction is anticipated to be completed as a City of Bloomington project in 2025. This Safe Routes to School project would not be assessed to adjacent property owners.
