Why was the South Loop District AUAR created?
The South Loop District has long been home to a mix of commercial, industrial, entertainment and residential uses. This area has been planned to accommodate a significant amount of Bloomington’s future development; much of which will occur through redevelopment of properties that were first developed in the 1960s and 70s. Given the amount of development forecast in this compact area, in 2002, the City Council adopted the South Loop AUAR to analyze the potential cumulative environmental impacts of development anticipated to occur in the South Loop over many years and to identify steps to mitigate those impacts.
Why is the AUAR being updated?
Minnesota Rules require an AUAR to be updated at least every five years. This is in part to ensure the development scenario analyzed accurately reflects up-to-date growth forecasts, infrastructure studies, and current environmental regulations.
What does the AUAR Update include?
The original 2002 AUAR and all subsequent AUAR updates have been prepared in conformance with Minnesota Rules 4410.3610, which stipulate the information required in an AUAR. The 2017 AUAR update was very comprehensive in scope and the current update presents minor revisions to reflect the most current information available regarding:
1) development completed or entitled since 2017;
2) updated development forecasts; and
3) updated infrastructure modeling results corresponding to updated forecasts.
