The City of Bloomington is developing a comprehensive Bloomington Creative Placemaking Plan that aligns with the City’s strategic plan goals and builds off the previous South Loop Creative Placemaking Plan. Expanding creative placemaking citywide was identified by the community as a strategic initiative in the “Bloomington. Tomorrow. Together. Strategic Plan” to advance the strategic outcome of “A Connected, Welcoming Community.”

Through the development of this plan, the City hopes to leverage creativity, art, and placemaking and place keeping strategies to promote social, cultural, and economic activity. The process to develop this Plan will incorporate artist-led community engagement activities to involve

The City of Bloomington is developing a comprehensive Bloomington Creative Placemaking Plan that aligns with the City’s strategic plan goals and builds off the previous South Loop Creative Placemaking Plan. Through the development of this plan, the City hopes to leverage creativity, art, and placemaking and place keeping strategies to promote social, cultural, and economic activity. The process to develop this Plan will incorporate artist-led community engagement activities to involve the community.

The City is working with Forecast Public Art as our consultant to develop this Plan, and to coordinate engagement activities throughout the summer. Engagement opportunities and progress will be shared on this page. The final plan is anticipated to be presented by February, 2025.

    What is creative placemaking and why is it needed?

    Creative placemaking is a process where art and creativity plays an intentional, integrated role in place-based community planning and development. Creative placemaking honors the existing assets, history and character of a place, and centers artists and culture bearers. Community engagement is a vital part of the process and should inform outcomes that advance community goals.

    Simply put, we use art (the 'creative') in specific areas (the 'place-') to celebrate, uplift, and vitalize (the '-making') the area.  Place is important. It is where we come together in community.  It is the literal canvas upon which we live, work, and play.

    Creative Placemaking contributes to a City’s economic, social, and cultural health. In a previous report from CreativeMN, the arts and culture sector were shown to have a $12.1 million in economic impact in the City of Bloomington.  It can make a place safer, healthier, more beautiful, interesting, and fun.
