This page is dedicated to the City’s initiative to rehabilitate and restore Penn Lake. This is a long-term project. The guiding document for this work is the Penn Lake Management Framework. It is available for download in the documents tab on the lower right of this page.


The Nine Mile Creek Watershed District, is undertaking their own lake water quality study on Penn Lake to identify potential water quality improvement projects to help improve the overall health of the lake. Visit Nine Mile Creek's Penn Lake project page.

    The Penn Lake Management Framework was adopted by City Council in January 2024. The City is now working to finalize the first management pathway. That document will outline the management strategy and potential projects that the City will pursue for the next five years. The draft management pathway is available for download in the documents tab on this page. The Penn Lake Community Group is working with City staff to finalize the draft.     The Penn Lake Management Framework and 2024-2030 Management Pathway have been updated to include input from public comment. The updated documents can be downloaded from the documents section of this page. A synopsis of comments is also included.

    Currently, this plan is under review by the City’s Sustainability Commission. After that review, updates will be made and then the plan will be scheduled to be presented to City Council.
