Each year the City Council approves a budget to fund City services such as Public Safety, Public Works, and Parks and Recreation.

The City uses Priority-Based Budgeting—a government finance best practice to help:

New this year, the City is shifting to a two-year budget cycle. This provides time for decision-makers to assess programs and services and make data-driven decisions about resource allocation. This new approach will ensure the investments we are making are impactful and aligned with the community’s needs and values.

What you need to know

  • We’re committed to understanding the impacts on the community of these budget decisions.
  • We’ll use resident feedback, data and tools to make strategic, sustainable decisions.
  • Final decisions rest with the City Council, with guidance from City staff and the new budgeting model.

  • The public is invited to provide comment on the 2027 budget. Visit blm.mn/budget to view budget presentations to City Council and budget materials. 

    Comments will be collected and shared with City Council to coincide with the opportunities for public comment at City Council Meetings:

    • Preliminary Report (included with the August 17, 2026 City Council meeting materials)

    • Second Preliminary Report (included with the November 16, 2026 City Council meeting materials)

    • Final Report (included with the December 7, 2026 City Council meeting materials)
