An application for traffic calming has been submitted by residents near the intersection of 93rd Street and Russell Avenue. The traffic concerns identified in the application include:

  • Vehicle speeds on W 93rd Street
  • Pedestrian crossing safety at the intersection of W 93rd Street and Russell Avenue


This application has been accepted as the 2025 Neighborhood Traffic Management Program (NTMP) candidate. While some work was done in this area in recent years to address intersection safety concerns, the neighborhood traffic circle (2023 device trial) was not supported by the neighborhood and therefore not constructed. The sign modifications implemented have addressed the concern of drivers understanding of right-of-way assignment when entering this intersection and no crashes have been reported since these modifications were made.

This new traffic calming investigation will work to address the resident identified traffic calming desires of the neighborhood to further slow speeds on W 93rd Street and improve pedestrian crossing comfort since there is no sidewalk on the north side of W 93rd Street.


Neighborhood Traffic Management Program - Step 3 Information Gathering

Updated data collection will be underway starting May 7 and through the week of May 12, 2025. This will be followed with a temporary device trial that is intended to be in place for the end of the 2024-25 school year. The device trial will include:

  • Temporary curb bump outs on the east and west approaches of W 93rd Street at Russell Avenue (SW and NE quadrants);
  • Temporary STOP signs on the east and west approaches of W 93rd Street at Russell Avenue, turning the side street stop control intersection into an all-way stop control intersection;
  • Possible installation of curb bump out on the south approach of Russell Avenue at W 93rd Street (SE quadrant).

    5. Approval. Upon completion of gathering community input, the proposed project will be brought to the Bloomington Planning Commission and City Council for approval. Based on the data collection and observations, staff will be recommending the project. If there are issues and concerns identified in the survey responses and comments, we will try to address those prior to seeking project approval.

    6. Implementation. Upon approval and identified project funding, we anticipate permanent construction of the curb bump-outs, sidewalk connections, pedestrian ramps and all-way stop will be completed during the construction season of summer 2026

    July 14, 2025 - Temporary trial of the stop signs and curb bump-outs removed from the intersection. The intersection of W 93rd street and Russell Avenue was restored to its original configuration of 2-way stop control on Russell Avenue. The next step in the process for the Neighborhood Traffic Management Program is:
